Red Flag Weights

Configure how individual red flags combine into a single corruption score. For each red flag you'll choose which value bins or ranges count as flagged, and assign a weight reflecting how strongly that signal indicates a corrupt contractor or authority. The aggregated, weighted score will drive contractor/authority rankings.
